Job Description
We are seeking a strategic and hands-on Offshore Development Manager to oversee engineering development supporting our factory operations. The ODC Manager will serve as the strategic leadership role responsible for bridging the India Offshore Development Center (ODC) with TEL factories in Japan and USA. This role demands aligning India-based R&D initiatives with manufacturing and quality objectives at TEL’s factories in Japan/USA, delivering high-impact semiconductor equipment design and embedded system programs while instilling Japanese quality and operational excellence (Monozukuri) within the local teams.
1. Executive Liaison
• Act as the primary strategic interface between Bengaluru ODC and TEL’s Japan headquarters.
• Ensure synchronization of R&D activities with the operational goals and manufacturing standards of TEL’s factories.
2. Project & Program Governance
• Lead and oversee high-complexity programs in Semiconductor Equipment Design, Embedded Systems, and Precision Mechanical Engineering.
• Ensure program milestones, budgets, and resource allocations meet target parameters.
3. Cultural Integration
• Promote Japanese engineering philosophies including Monozukuri and rigorous documentation standards within the India ODC engineering teams.
• Facilitate knowledge exchange and foster cross-cultural collaboration.
4. Stakeholder Management
• Conduct regular high-level technical reviews and status reports in Japanese, ensuring transparent communication on risks, progress, and resourcing.
• Liaise effectively with cross-functional teams in India and Japan.
5. Strategic Scaling
• Drive sustainable growth of the ODC through strategic talent acquisition focusing on niche areas such as hardware design, high-precision CAD, and embedded software engineering.
Technical & Language Skills
• Proficiency in English at a native or near-native level.
• Professional level fluency in Japanese (JLPT N1 or N2 preferred), with demonstrated ability to conduct negotiations and presentations.
• Technical expertise in Mechanical Engineering: precision design, thermal management, structural analysis.
• Embedded Systems: firmware architecture, RTOS, hardware-software integration.
Cultural & Leadership Competencies
• Deep understanding of Japanese business culture and practices, including those related to consensus-building (Nemawashi) and strategic long-term planning.
• Proven leadership in managing large, multi-disciplinary teams within a complex, matrix organizational structure.
• Willingness and ability to undertake periodic business travel to Japan/US (approximately 30%) for alignment meetings.
• Flexibility to coordinate and collaborate effectively during overlapping working hours with Japan Standard Time (JST) or US (ET) to ensure seamless communication.
Educational Qualification

Master’s or Bachelor’s Degree in Engineering
【WANT】
Minimum of 15 years’ experience in technical engineering environments.At least 5 years’ demonstrable project/program management experience with successful delivery of complex, cross-border engineering projects.
